On 10 April 2025, in Guanare (Portuguesa), the police canine brigade arrested an activist and lawyer from the NGO Foro Penal. Officers raided an apartment in the Curazao neighborhood and detained and handcuffed the lawyer, another lawyer, an elderly woman, and a teenager. They were later transferred to the canine brigade headquarters. Authorities seized two computers, hard drives, and other work tools. The other detainees were released hours later. The home of the arrested lawyer, located in San Genaro de Boconoito (Portuguesa), was also raided. Different NGOs denounced the arrest as arbitrary and reported multiple irregularities, including the lack of a legal warrant for the raid. They claimed it was form of criminalization of the work of human rights defenders and a violation of the free exercise of the legal profession.
