[Venezuela] Strategic developments: Looting/property destruction

Looting: Around 10 April 2025 (between 10 - 18 April), in El Nula (Apure), officers with SEBIN, CPNB, DGCIM and DIES uniforms arrived to the township to loot businesses and steal money, while accusing the inhabitants of being members of Colombian drug trafficking groups and guerrillas. A member of one of the affected families claims they have been looting for 7 days. The officers do not have a legal order to do raids or seizures. This actions prompted protests (coded separately).
