Other: On 10 April 2025, members of the Tribal Mobilization Forces stationed in Rabia district claimed their commander was forcing them to deliver 15 voter ID cards by Saturday 12 April, threatening to withhold their salaries if they did not comply (coded as Rabia city, Ninewa). The members of the TMF added that the pressure was coming from a son of a prominent tribal local leader who sponsored their unit. They called on the leaders of the Popular Mobilization Forces to intervene and make sure they were not exploited.
