On 10 April 2025, a group of Papuan students from the Cipayung student group, including members of the BEM SI, protested at the Amban sub-district, West Manokwari district (Manokwari regency, West Papua province). They opposed the ratification of the revisions to the country's Military Law, which would allocate more civilian posts for military officers. The police temporarily detained two students who were riding a motorbike into the police barricade. The police also fired tear gas three times to disperse the crowd.
